In November 2025, Indivisible Hawaiʻi Statewide Network (IHSN) surveyed Hawaiʻi voters to hear directly from them (in their own words) about the leadership they want to see in Congress. 570 people responded: 233 from Congressional District 1 (Ed Case's constituents) and 297 from Congressional District 2 (Jill Tokuda's constituents).
This was an opt-in online survey. No attempt was made to create a statistically representative sample, and all open-ended responses are shared verbatim, unedited, and uncut. Scroll down to access the full survey results as PDF or Powerpoint presentation.
What issues matter most
Respondents were asked to choose up to five issues that matter to them and their ʻohana.
The top five were
- Free and fair elections
- Healthcare access and cost
- Climate change
- Rule of law
- Immigrants' rights.
What voters want in a representative
When asked about personal qualities in an elected representative, the top answers were
- Standing up for democracy
- Integrity
- Holding corporations accountable
- Fighting for working families
- Listening to constituents.
The depth behind the numbers
The multiple-choice results only tell part of the story.
The open-ended responses (like asking what voters would say to their representative face to face, what would make them feel good about voting in 2026, and what kind of leadership Hawaiʻi needs) reveal just how strongly people feel. The answers from Ed Case's constituents in particular are striking in their urgency and frustration.
