How to submit testimony to the Hawaiʻi State Legislature

Hawaii's legislature considers thousands of bills each session. Our Public Policy team tracks the ones that matter most, and when a hearing is scheduled, we ask members to submit testimony — so that common sense and lived experience have a voice on the floor.

To submit testimony:

  1. Log in at capitol.hawaii.gov (first time? You'll need to create a free account)
  2. Click Submit Testimony, enter the bill number, and click Continue
  3. Choose Support or Oppose as recommended, then write a few lines in your own words. Not sure what to say? Copy and customize from our State Bills talking points spreadsheet (find the link on this page)
  4. Click Submit — don't skip this step!

What makes good testimony

Keep your testimony personal and to the point.

Legislators and their staff read a lot of testimony; a few genuine sentences from a constituent will land better than a long and convoluted letter.

  • Lead with who you are and why this issue affects you or your community.
  • Stay respectful, even when you feel strongly; a personal attack on a legislator can undermine your credibility and the cause.
  • If you're representing others who can't or won’t speak for themselves (neighbors, clients, community members) say so.

You don't need to be an expert. You just need to show up and let your voice be heard.
